DAYBREAK is a daily civic-intelligence briefing — the morning read on the fights that matter. Each edition resolves a morning’s reporting into a fixed structure: a build ledger, an executive summary, a priority stack, and a rated feed in which every item carries a confidence marker, ends in a concrete action, and is routed to a response tool. From August 1 that marker is an Admiralty source-reliability letter plus an information-credibility number; the four earliest editions carry a status tag instead. Child-priority items are flagged by classifier and moved to the top of the edition. Nothing auto-publishes; every edition is reviewed by a person before it goes out.

How to describe the ratings

Every item carries two marks. The letter rates the source’s track record (A reliable, B usually reliable, downward from there). The number rates the information itself (1 confirmed, 2 probably true, downward). They are deliberately separate, and developing never reads as confirmed.

What DAYBREAK is not

It is not a reporting channel and never handles case material. Child-safety items route outward to NCMEC, the national hotlines, and 911. It is not medical advice and not investment advice; where a figure is a snapshot, the page says so.
