Nine stages, one human gate

- Status tags required — developing never reads as confirmed.
- Child-safety — flagged items route to NCMEC, the hotlines, or 911. DAYBREAK never becomes a reporting channel.
- Corrections — a next-edition correction line, logged.
- Name clearance and counsel review before anything is treated as final or offered on any commercial terms.
